Should a business set up a "page" or an individual "profile" when on facebook?

Definitely, a fan page can be of big help.

Facebook fan pages gives you detailed insights which can be a great resource in order to target and see your progress. But in order to create a fan page you need to have a profile associated with otherwise Fan page will have limited functionality.

LinkedIn business pages are also a great option in order to let other professionals know about your business.

Definetely a page!

The previous TOS specifically stated that a profile must be for an individual.

"In addition, you agree not to use the Service or the Site to:...  ...register for more than one User account, register for a User account on behalf of an individual other than yourself, or register for a User account on behalf of any group or entity;"

I do not see the same terminology in the current Terms.  However, using a profile for a business does have other implications.

Here are a couple of snippets from FB Help that may impact the descion.

Profiles can only be used to represent an individual, and must be held under an individual name. You can also use your account to manage Facebook Pages that represent businesses or other organizations. You may only create Facebook Pages to represent real organizations of which you are an authorized representative, and fans of these Pages won't be able to see that you are the Page admin, or have any access to your personal account.
All personal site features, such as friending and messaging, are also for personal use only and may not be used for professional promotion. If you add a user as a friend, for example, this person will be invited to be a friend of your profile and not your Page. Using personal site features for professional promotion, or creating unauthorized Pages, may result in your account being warned or disabled.

Each business account or personal account on the site should only be used by one individual. This individual should be the owner of the email address used as the login email address for the account.
 
A Page can have multiple administrators. Each Page administrator will need to have their own business account or personal account. Every admin can manage the Page from their own Facebook account using the "Page Manager" application that will appear in the left hand column of the Applications section once they become an admin for a Page. Every admin has equal access to and the same abilities as the other admins for a Page, however the original creator of the Page may never be removed by other Page admins.

Maintaining multiple accounts, regardless of the purpose, is a violation of Facebook’s Terms of Use. If you already have a personal account, then we cannot allow you to create business accounts for any reason. You can manage all the Pages and Socials Ads that you create on your personal account.

Please keep in mind that the fans of any of the Pages you administer will not have visibility or access to your personal account or profile. Any actions that you take as a Page administrator on your Page will show the Page’s name as the actor and not your personal name.

If you wish to manage ads for multiple clients, you will need to do so from one account. We suggest you restrict all ads for each client to separate campaigns. Unfortunately it is not currently possible to designate separate credit cards for each campaign or to have multiple administrators for the same ad account.
